CAA’s Safety Net Program provides temporary foster placement for pets whose owners are experiencing housing instability or crisis intervention. Situations may include homelessness, domestic violence, entering substance abuse treatment, hospitalization for physical or mental health needs, eviction, or difficulty finding pet-friendly housing. Approved applicants may receive up to 90 days of temporary foster placement, depending on their individual circumstances and the availability of foster space.
owner Requirements
To participate in the Safety Net Program:
Owners must provide proof of ownership of the pet(s).
Owners must be residents of East Baton Rouge Parish and provide proof of their current address and ZIP code. If the owner is unhoused, they must provide a current address and ZIP code for a friend, family member, or other support person.
Owners must have access to phone and email communication, either directly or through a caseworker.
Program Parameters
Placements are approved in 30-day increments. Before a placement is extended beyond the initial 30 days, the owner’s situation will be reevaluated to determine whether an additional 30-day extension is appropriate. A second reevaluation is required before approving a placement beyond 60 days. The maximum placement period is 90 days.
Pet Requirements
The program is open to cats and dogs only; there are no breed restrictions.
Pets must be at least 3 months old.
Pets must not be pregnant or nursing.
A maximum of two pets per owner may be accepted.
Pets with a documented bite history, severe aggression toward humans or animals, or severe anxiety or stress that cannot be managed with medication are not eligible.
Owners must agree to have pets vaccinated and microchipped at intake if these services have not already been completed.
If a pet is not spayed or neutered, the owner must agree to have the pet altered.
Pets with chronic health conditions must arrive with a 30-day supply of all necessary medications provided by the owner.
